tried out in some countries, and they had not proved to be successful. If there was dispute, it would be better for both parties to try to resolve it between themselves instead of passing the problems to a third party whose eventual ruling might not be to the best interests of all concerned. Mr Rowlands added that the Standing Commission was an independent body charged with the responsibility of examining issues on which the management and staff might hold different views. They were therefore performing the functions expected of an arbitrator. Their views should therefore be respected. Should there be any dispute between the management and the staff, it should best be dealt with

by a continued dialogue between the two sides and mediation if the need arose.

useful.
