Mr Batchelor thanked Mr Rowlands for agreeing to meet him and representatives of the PSI affiliates. He indicated that he had studied the Standing Commission's Report No. 4 and had discussed its recommendations with the unions. The general feeling was that the Report could not be accepted as the final version of consultative machinery for the Hong Kong civil service. Because of this, his affiliates would welcome a continuous dialogue with the management with a view to offering their comments and putting forward suggestions for further improvements, say, within the next two years. In reply, Mr Rowlands said that the Report was not intended to be the final word on the subject. Further improvements
would be made in future when the need arose. However, as the Standing Commission had made its recommendations after very extensive consultation with all concerned including staff, it would misleading to suggest that the basic framework would be modified in the near future
