1. Lord Rhodes called on the LPS on 26 November to brief him on his recent visits to China and the US. On China, he said that he had been particularly well received this time. It was important to maintain the momentum and he hoped to go again in 1982. On the internal situation he thought that Deng was in control, but that the Army would intervene if the move towards consumerism and Western ways progressed too quickly. On Hong Kong he said he was worried about the future and stressed that it was important to keep talking to the Chinese, to listen to everything they said and to take careful note. Gradually a conclusion would emerge. Не referred with admiration to Lord Kadoorie whom he had known well for some years.

Referring to his visit to Washington, he said that his call on the President had been arranged by ex-Ambassador Annenberg whom he had helped during the latter's tour of duty in London. He described President Reagan as a charming man, a good actor, but a 'front man who lacked the intellectual resources necessary for the job.

3. Lord Rhodes said he would be visiting Hong Kong in February and hoped to obtain an invitation from one of his contacts, the Chinese Minister of Textiles, to visit China briefly. The LPS referred to his own forthcoming visit to China and they agreed to meet again in late January for another chat.
