PQ: SECRETARY OF STATE'S VISIT TO HONG KONG-
1.
I submit a draft answer with material for supplementaries
and a background note for a Question put down by Dennis Canavan MP
(Labour
Stirlingshire West) for oral reply on 15 April. The
draft answer has been agreed with the Hong Hong Government. FED,
NTD, CRD and SEAD concur. The Question is likely to be reached.
2.
Mr Canavan takes a critical interest in Hong Kong affairs
and is a regular visitor. He and Mr Robert Parry MP (Labour
Liverpool, Scotland Exchange) were in Hong Kong recently for the
inauguration of the 'Association for Democracy of Hong Kong Ltd'.
This association claims 100 founder members and branches in the UK,
the United States and Canada. Its main aim is to 'educate people
towards more democratic ideals'. In particular, Mr Canavan has
advocated free elections to the Urban and Legislative Councils,
an elected Governor, and an Executive Council composed of appointees
from elected members of the other Councils. He may raise these
points on 15 April, and a supplementary answer and note has been
included to cover them.

Other subjects with which Mr Canavan expressed dissatis-
faction while in Hong Kong were the Nationality Bill, the increase
in overseas students' fees, the banning of a Taiwan film, 'Coldest
Winter in Peking', and the level of juvenile crime, which he blamed
