It was vitally important to Hong Kong that the terms of any successor arrangement should be fair and reasonable. Francis TIEN added his support to these views and pointed out that HMG's role in the past had been somewhat questionable. The Foreign Secretary was reminded that in the last MFA episode, HMG had in fact taken the lead to work against Hong Kong's interests. The Foreign Secretary said he appreciated that HMG may have done the wrong thing for the right reasons, and he could only say he would give Hong Kong's representations his full support at the upcoming talks.

The meeting concluded at 11 a.m. Hon. Sir S.Y. CHUNG thanked Lord Carrington for his understanding and encouraging views. The Foreign Secretary and his party departed UMELCO for a meeting with the Urban Council.
