that MacLennan had committed suicide, the Coroner's Jury returned

an open verdict. This fuelled rumours that he had been murdered to

protect senior government officials who were allegedly homosexuals.

Following increasing concern, both in the UK and in Hong Kong

about MacLennan's death, the Governor set up a judicial Commission

of Inquiry to investigate the circumstances of MacLennan's death

under Mr Justice Yang. The Commission has not yet finished its

investigations.

VIETNAMESE REFUGEES

16. About 20,000 refugees in Hong Kong are still awaiting

resettlement.

The rate of off-take from Hong Kong is slower than

elsewhere in South East Asia.

17. The UK agreed at Geneva in 1979 to accept a further 10,000 refugees

in addition to the 1,000 accepted earlier.

About 8,800 of the

resettlement places have been filled. It is hoped to complete

selection for the quota in the next few months. But the Home Office

selection teams have encountered difficulties in finding willing

candidates to come to Britain and the rate may slow up.

18. In Hong Kong there is a strong feeling that a new UK quota will

be necessary if the momentum of resettlement generally is to be

maintained. This is particularly important in order to keep the USA

and Canada commited to taking refugees from Hong Kong. However, the

UK resettlement programme is facing practical and political difficulties

with regard to housing and employment. No decision has yet been made

on a further quota and the position will be reviewed after the

Secretary of State's visit.
