Thank you for your letter of 9th January

1981. Now that the outline programme has been agreed, we will put together personality notes for you.

On subjects for discussion, I enclose a list of those most likely to come up. As you supposed, it is much the same as for the September visit.

The Defence Costs Agreement has been excluded, but it could come up at the dinner table in the context of local feelings on "distancing" and you might therefore want to include an outline brief. As you say, much can happen in two months, but it is a fairly safe bet that whereas Illegal Immigration from China will have assumed a lesser importance than previously, the British Nationality Law and the Multi Fibre Arrangement will be on most people's minds. I assume regional air services will be covered in the China briefs?

Sir Murray will write separately on subjects for discussion with officials.
