(a) Discussions:
There will be meetings with the Governor and

Executive and Legislative Councils (UMELCO), and the
Urban Council. There are personality notes on these

The visits are designed to let the Secretary of
State see for himself, and be seen to be taking an
interest in, the work of the security forces in
combatting illegal immigration from China, and the
progress that has been made in major development
programmes such as the New Towns and public housing.

(b) Increase in Higher Education Fees for Overseas Students
in the UK. This is no longer the major issue it was
in Hong Kong, having been overshadowed by the
Nationality Bill. In addition, the Financial Secretary
has announced provision for possible assistance to
Hong Kong first degree students in his recent budget.
The Secretary of State will wish to find out if there is
any other way HMG can help. (Bref No 6).
(c) Renegotiation of the Multi-Fibre Arrangement (MFA).
The Secretary of State will be pressed hard in Hong Kong
to ensure that Hong Kong textile exports to the EC will
not be further restricted under the renegotiated MFA.
