1. I agree that we can accept the agenda proposed by the

Governor.

2. It would be useful to have the steering brief approved

now in principle, subject to last-minute up-dating just before

the Secretary of State goes to Hong Kong.

3.

The only comment I have - and this could perhaps be mentioned in the steering brief is that in contrast with Lord Carrington's last visit to Hong Kong, the forthcoming one

will not be easy.

Much of this will be self-evident from the

nature of the individual briefs, but a general word of warning or opening paragraph might help set the scene. I see no need to attempt drafting on this until we see how we are progressing both on Vietnamese refugees and the amendments to the

Nationality Bill.
