As you know, Lord Carrington will be v siting Hong Kong from 29 March to 1 April. I thought it might be useful on where matters stand at present.

f I brought you up to date You may know most of this already from the Hong Kong Government, but in case not I enclose copies of the draft programmes for both Lord Carrington nd Lady Carrington, the draft steering brief (sanitised for reason:: which you will understand), the Agenda for discussions with the Governor and Senior Officials (Hong Kong Telno 194) and a list of the members of Lord Carrington's party (FCO Telno 223). We assume you will be present for Items A(i) and (ii) in Paragraph 2 of Hong Kong Telno 194.

2. Briefing for Lord Carrington on the MFA cannot be finalised until after a meeting of Ministers later this month. an advance copy as soon as we can.

We shall let you have Whilst the MFA is covered in the steering brief, the latter is, however, silent on Castle Peak 'B' and the Guangdong Nuclear Project. Depending on developments over the next two weeks, we may need to bring one or other or both of these subjects out of the general catch-all paragraph 7 and high-light them separately in the steering brief.

3. I also enclose a copy of the draft brief on major commercial projects (other than Castle Peak 'B', the brief for which will have to be written in the light of events over the next two weeks). This will serve to provide background only since there appears to be no particular occassion when it would be appropriate for Lord Carrington to make any specific points about UK participation in them, although he will have a line on the replacement airport for use in his meeting with UMELCO. However, if you think differently please let us know, but only after consulting the Hong Kong Government.
