1. You asked for a brief for your meeting on 14 December with Mr Heywood. The most important current points on security matters are as follows:

Vietnamese Refugees

a) Likelihood of UK taking a further quota is minimal.

We are continuing to take those with relatives in the UK and those resuced by UK-registered vessels, on a case-by-case basis.

Realise the importance of our being seen to continue our commitment, so that others, particularly the US, will continue theirs. Await Hong Kong Government's suggestions as to how it can be done without imposing politically or economically unacceptable commitment on HMG - understand Chief Secretary has written to Mr Donald.

Legal Immigration

Appreciate the difficulties the continuing influx of legal immigrants imposes on Hong Kong. Agree with line taken in Hong Kong Telnos 1014 and 1013. Await Chinese reaction.

Illegal Immigration

d) Problems recently raised by increase in immigration by children and expectant mothers are very tricky. Do not want to set precendents which would lead to large-scale immigration of this sort. But it is important to be seen at all times to be acting humanely. Understand Hong Kong Government's difficult position and know they appreciate the need to avoid controversy. Important for Hong Kong Government to watch for potential UK interest and give us early warning.
