FCO Ministers favour reversal of amendment. No decision
likely before October.

If amendment stands, recognise there will be pressure for
some compensatory concession for Hong Kong. Sir Murray's view
that a reference in the Bill to 'British Nationality' of CBDTs
would be enough to satisfy Unofficials. Understand you saw
Mr Raison yesterday. What is your view?

Aware of importance of issue to Hong Kong. Discussions still
in progress on EC mandate. HMG believe Hong Kong's openness
to UK and EC exports should be recognised.
