I attach a curriculum vitae and briefing on matters

that may come up during the discussion. The meeting is,

however, intended to be more of a courtesy call than a

working meeting.

2. Sir Philip has been on study leave in London since

August and is due to take over as the Chief Secretary of

Hong Kong from Sir Jack Cater in November. The Chief

Secretary is the head of the Civil Service and acts for the

Governor during his absence.

3.

Sir Philip met Mr Raison this morning, and has

appointments with Mr Parkinson, Mr Baker, Mr Goodhart

and Mr Lawson over the next few weeks.
