1.

HMG favour reversal of Gibraltar amendment in Commons. But

not yet known whether this is possible.

2.

Recognise pressure for some compensatory concession for Hong

Kong, should amendment stand. No decision reached on this. What is

your view?

3.

Geddes amendment no help to Hong Kong. HMG must oppose, as it

confuses issues of citizenship and right of entry.

MULTI-FIBRE ARRANGEMENT

4.

Aware of importance of issue to Hong Kong. Discussions still

in progress on EC mandate. HMG believe Hong Kong's openness to UK

and EC exports should be recognised.

Understand you have given evidence to Monopolies Commission.

FCO has made its concerns clear. Now up to Commission to decide.

VIETNAMESE REFUGEES

6. Recognise difficulties caused by continued presence of

refugees. Understand you have spoken to responsible Home Office

Minister, Mr Raison. UK concentrating on fulfilling commitment

to accept 10,000.

Understand Hong Kong Stock Exchange has fallen most sharply.

Is this couse for serious worry? What about economic situation

generally?
