3. Since coming to office, the present Government have taken steps to normalise our relations with Chile. Relations at Ambassadorial level were restored in February 1980, in accordance with HMG's policy to be represented at this level wherever we have resident Missions. The general embargo on the sale of defence equipment was lifted in July 1980 although it remains our policy not to sanction the export to Chile of weapons likely to be used for internal repression.

4. HMG remain concerned about human rights in Chile. We are keen to see constructive pressure maintained on the Chilean Government in the various UN fora to improve their performance. We voted in favour of resolutions condemning continued violations in Chile at the UN Human Rights Commission meeting in March 1980 and at the 35th UNGA but, in company with France and the FRG, abstained on a more extreme resolution at the UN Human Rights Commission meeting in' February 1981. While demonstrating our concern, we have drawn attention to UN selectivity in singling out Chile.
