3. A number of contingencies which may arise (including (a) and (b) above) can be dealt with by the use of standard language prepared by the Bonn Group. The attached language (Annex A), pre- pared for use at past meetings will be suitable with the necessary insertion of names for use in most circumstances. It is, however, intended in most cases to simplify rather than to replace the issue of instructions from capitals.
