The political aspects of arms control and disarmament
are the responsibility of the UN General Assembly (First Committee) and the UN Disarmament Commission. But there is a growing tendency for the Soviet Union and other states to politicise the work of the specialised agencies by introducing resolutions on disarmament. In 1981 this has happened in UNESCO, ILO, WHO, UNEP, and UNICEF meetings. Delegations are warned to be on the lookout for such propaganda ploys and to seek immediate advice from the FCO Arms Control and Disarmament Research Unit (233-5154).
Community Views
10. European coordination on disarmament at international meetings is carried out under the provisions of political cooperation of the Ten. Members of the Community hold common views on most of the subjects under discussion in the current arms control and disarmament negotiations, but differ on some of the more sensitive nuclear issues. Whenever possible the Presidency speaks for the Community as a whole and makes a common explanation of vote.
