Rule 3

Election of officers

The Conference shall elect a President, one or more Vice-Presidents and a Rapporteur.

Rule 4 Subsidiary bodies

4.1 Subject to the availability of technical facilities, the Conference may establish such subsidiary bodies as it deems useful for the examination of the items of its agenda and for the preparation and adoption of conclusions and recommendations.

4.2

Each subsidiary body established by the Conference shall elect its own Chairman, one or more Vice-Chairmen and a Rapporteur.

Rule 5 Steering Committee

5.1 The Steering Committee of the Conference shall consist of the President, the Vice-Presidents, the Rapporteur and the Chairmen of the subsidiary bodies established in accordance with Rule 4.1.

5.2

The functions of the Steering Committee shall be to co-ordinate the work of the Conference and its subsidiary bodies, to fix the dates, hours and order of business of meetings, and in general to assist the President in the performance of his duties.

III. CONDUCT OF BUSINESS

Rule 6 Duties of the President

6.1 In addition to exercising the powers which are conferred upon him elsewhere in the present Rules, the President shall open and close each plenary meeting of the Conference. He shall direct the discussions, ensure observance of these Rules, accord the right to speak, put questions to the vote and announce the decisions of the Conference. He shall rule on points of order and, subject to the present Rules, shall control the proceedings and maintain order. He shall not vote, but may instruct a member of his delegation to vote in his place.

6.2 If the President is absent during a meeting or any part thereof, his place shall be taken by one of the Vice-Presidents. A Vice-President acting as President

shall have the same powers and duties as the President.

6.3 The Chairman and Vice-Chairmen of the subsidiary bodies of the Conference shall exercise the same powers with respect to those subsidiary bodies as the President and Vice-Presidents of the Conference respectively.

Rule 7 Publicity of meetings

All plenary meetings of the Conference and meetings of the subsidiary bodies shall be held in public unless the Conference or the body concerned decides otherwise.
