UNDP ASSISTANCE FOR HONG KONG
1. I enclose a copy of a self-explanatory minute from ODA about the inclusion of Hong Kong amongst the recipients of development assistance, under the UN Development Programme.

As you know, HMG is formally responsible for representing Hong Kong's interests in the UNDP and would be required to justify Hong Kong's continued nett receipt of UNDP assistance. This would, however, seem to conflict with our endorsement of proposals at the UNDP Governing Council in June 1980, whereby 80% of UNDP's income would be allocated to recipient countries whose per capita GNP is less than £500. We have also supported a proposal urging all recipients, in a position to do so, voluntarily to forego their notional allocations of aid - known as Indicative Planning Figures (IPFS) - or reimburse those already utilised. In Hong Kong's case this latter option would mean reimbursements averaging about US$100,000 per annum over the next 5 years.

I should be grateful, therefore, to know whether you see any difficulties in these proposals, and, if appropriate, which option Hong Kong would prefer to adopt.
