MULTILATERAL ECONOMIC ASSISTANCE
1. The recent policy of Vietnam, particularly as it relates to boat refugees and to the continuing occupation of Cambodia, has led most Western bilateral donors to suspend or cut back their aid programmes to Vietnam. It has also led to close scrutiny of proposals for multilateral assistance to Vietnam, whether from IFI or UN specialised agencies.
2. It is important that the FCO (SEAD copied to APD, EAD, UN(B), ODA) should have the earliest possible notice of any proposals for economic assistance to Vietnam. Delegations should check conference documentation carefully with this in mind, and inform the above departments if they become aware of any such proposals.
