We spoke on 21 December about UNESCO's invitation to Hong Kong to take part in the above/conference. (A further set of the papers copied to Mr Heard on 22 October is enclosed for ease of reference).

2. On receipt of the invitation we consulted the Hong Kong Government Secretariat and a copy of their reply, expressing interest, is enclosed. (This was received on 18 December)-

3. I should be grateful if, as agreed, you could now take over action on this one, letting both Hong Kong and UNESCO in Paris have replies fairly soon.
