Delegations should avoid detailed discussion, should

confine themselves in general to:

explaining UK policy in general terms;

preserving unity with our Western partners, particularly with the European Community, with whom there is a Political Cooperation agreement to consult and coordinate on this

subject.

Given the sensitivity of the subject the delegations should consult UND, FCO on the texts of any declaration or resolution and should reserve UND position fully until they have received

instructions.
