armed conflict against a High Contracting party, and further, that that body should be recognised by the appropriate regional organisation as representing the people in question.

NAMIBIA

18. We do not recognise SWAPO's claim to be the 'sole and

authentic representative of the Namibian people', as has the UN General Assembly. This is for the people of Namibia to decide themselves in free and fair elections.

SOUTH AFRICA

19. We cannot condone the advocacy of the violent overthrow of the government of a sovereign state with which we maintain normal diplomatic relations. Nor can we accept claims by South African Liberation Movements (notably the ANC and PAC) to be exclusive representatives of the Republic of the South African people.

MIDDLE EAST

20. We do not 'recognise' the Palestine Liberation Organisation (PLO) (the PLO is not and does not claim to be a state or a government) or accept their claim to be the sole legitimate representatives of the Palestinian people. Officials have for some years had occasional contacts with the PLO, but Ministers have so far found it difficult to open a dialogue with the Organisation while it has not accepted the principle of a negotiated settlement in which Israel's right to exist is confirmed. Nevertheless, we and the rest of the Ten accept that the PLO has an important political role in the area and cannot be ignored. The Organisation should be associated with negotiations.
