Dear Sir Murray,
I should like to communicate herewith, for your information and whatever action you may deem appropriate, copy of Resolution No. 623 (XLV) on privileges and immunities adopted by the Council
on 19 November 1980.
As you know, we have been anxious for many years to have our Organization's legal status regularized and up to now it has been difficult to find an appropriate solution. Needless to say, I am prepared to enter into negotiations with your Government with a view to concluding an agreement which would determine to the mutual satisfaction of both parties, the privileges and immunities granted to the Committee and its staff in Hong Kong.
