About this time last year there was some correspondence about either the UK rejoining ICM or Hong Kong making a financial contribution (MacInnes's letter to Simpson-Orlebar,UND, of 9 January 1980). At that time we said that we were not in favour of joining ICM at least for the time being and that we were already making a considerable practical contribution in terms of free accommodation and other facilities (Hong Kong tel to the FCO no 215 of 6 February).

We would now like to look again at the question of joining ICM. Before making a decision we would of course have to consult the Executive Council and our Finance Committee. this stage we wish to do no more than consider the problem with a view to putting forward a recommendation to the Executive Council.

To help in this process could you please advise us, without at this stage telling ICM Headquarters that we are considering the matter: (i) approximately what the annual

and (ii) what contribution would be if Hong Kong joined ICM; obligations, and privileges if any, joining the organisation

would entail.

In addition, do you think that joining ICM would have any implications for our relationship with UNHCR? relationship is probably of more importance to us in terms of the practical consequences for resettling refugees than that with ICM. For instance, as you will know, Hong Kong is not a signatory to the UN Convention on Refugees. Would joining ICM produce pressure to become a party to the Convention?

In addition, could UN Dept please advise us if there are any UK points which should be taken into ascount in our deliberations.
