10TH UN CARTOGRAPHIC CONFERENCE FOR ASIA AND THE PACIFIC 1983

Your letter of 2 January refers.

There is no precedent for a UN Conference being held in a British Dependent Territory. However the procedure would be in line with that followed when Hong Kong is invited to send representatives to such conferences as part of a UK delegation. If the UN does decide to make a formal application, this should, in the first instance, be addressed to HMG as the metropolitan power. We would then have to consult Hong Kong, although they would presumably have been asked for their views in advance. Similarly, the UN's bill for the conference would be submitted initially to HMG, It would then however be met by the Hong Kong Government. This is clearly one of the factors they would wish to take into account.
3. It is, of course, important that Hong Kong's comments are obtained well in advance of any formal invitation. I should therefore be grateful if you would inform me of any further developments.
