and that the Coordinator should report directly to the Director-General for Development and International Economic Cooperation. In the field of day-to-day operations, the Inspectors' recommendation 6 contains several major proposals, including that there should be a thorough reassessment of staffing needs with a reduction of perhaps half the staff; the five separate units should be amalgamated into one information centre; a clear definition is required of tasks and responsibilities (including the need for a planning, monitoring and evaluation officer); specific procedures and standard formats for every aspect of UNDRO activities should be formulated.

The leaked JIU report drew press comment in Europe and the US. In the UK there have been Parliamentary Questions. Sir Leslie Kirkley, Chairman of the UK Standing Conference on Refugees and a member of the UNDRO advisory panel, has discussed the issue with Mr Hurd. Mr Berkol claims the report to be inaccurate in many places and wrong in parts, and says the inspectors did not consult him. He has complained of a Western-inspired campaign to denigrate him (the principal authors of the report are British and American), and has attracted considerable Third World sympathy.

The JIU report will be considered by ECOSOC in July 1981.
