1. Thank you for sending me a copy of your letter UNS 243/3 of 10 February to Mr Long in UKMIS Geneva, which usefully sets out UND thoughts on future coordination of disaster relief.

2. I have no comments on the letter itself, but I would like to suggest that there is another angle to this problem which we need to bear in mind, and that is HMG's role in any disaster situation affecting one of our dependent territories where we could, presumably, be both donor and recipient. I am not sure what our policy is on humanitarian assistance to the dependent territories, but I imagine that in every such case our reaction would be to take full responsibility. Whether this rules out assistance from other quarters I do not know, but the position needs to be covered in any policy paper which might be written as a result of your efforts to date.
