CONSULTATION ON BORDER AFFAIRS

The following notes record points of preliminary agreemont reached during discussion in Guangzhou on 5-6th May, 1981, between a group of officials from the Guangdong side led by Mr. Zhang Jiannan, Deputy Director, Public Security Department and from the Hong Kong side led by Dr. David Wilson, Political Adviser.

The preliminary agreement will be confirmed, or if necessary revised, by communication through the Hong Kong office of the Xinhua News Agency.

AIM

3.

To improve consultation and the sharing of infor- mation on matters of common concern in the border area. To establish a system of direct contact by which matters of concern to one side can be raised with the other and neeting arranged between the two sides.

SCOPE OF CONSULTATION

Matters arising from the movement of passengers between Guangdong and Hong Kong on the land border and in the Deep and Mirs Bays.

5.

Matters arising from the movement of water and land transport between the two territories, including movement of vessels, buses, lorries, trains and motor cars, etc.

6.

Matters arising from the regular crossing of the land border to enable local inhabitants to cross from one side to another to go about their daily employment in the border urea.

7.

Matters arising from unintentional or illegal crossing of the land and sea borders.
