Please refer to Hong Kong telnos 756 and 763. enclose, as promised, the records of conversation with Tan Gan and speaking notes from these exchanges.

I also enclose for your amusement an additional speaking note which Tan Gan handed over on 21 August but which did not warrant a mention in telegrams. The NCNA First Director, Mr Wang Kuang, is a fanatical cinema buff, and it was he who went to see this particular film. As you will see his tastes are catholic. The point at issue would seem to be about 10 seconds worth of newsreel film shot in New York's China Town. Li Ruohe, who accompanied Tan Gan, was clearly embarrassed that this footling item should be raised and did his best to play it down. David Wilson and I listened with all the seriousness we could command.
