2. There is no way that we can agree to meet this bill since we do not have any funds. In any case, the Hong Kong Government advised against seeking compensation from the Chinese not only because of the political consider- ations but also because they would not pay it paragraph 2 of Hong Kong Telno 673 at folio 19. The MOD accepted at the time that the cost of repairs would be shared in the normal way under the Defence Cost Agreement
