Provision is based on the Primary School Building Programme (October 1981).

(3) Provision in operating classes in 1981/82 is the actual number of classes opened in September 1981. In

estimating the number of operating places in 1982/83 to 1986/87, allowance has been made for those children, who immigrated from China, are likely to enter primary school after September 1981. Places in special classes are excluded. Delay in completion and reduction in numbers are underlined in red while the advancement of project completion and increases in the number are underlined in green.
