The recently-established Staff Planning Division
has produced a draft paper on 'Recruitment to the
Professional Grades in the Construction Class', which
attempts to provide data and options for improving the
vacancy position among Engineers, Surveyors and Architects.
The draft paper has been considered by CSB Strategy Group,
and action is now being taken to consider various recommend-
ations in greater detail. The weekly seminar led by
Dr. Cragin of the Chinese University continues, with a
view to formulating a strategy for a service-wide computer-
based human resources management and manpower planning
system. The progress of the scholarship scheme is encouraging.
Following a Selection Board in the U.K., a further 12
scholarships were awarded to Hong Kong law students in
their third study year overseas.
There will be a total of
32 scholars. A board in November will be awarding
scholarships in the field of building surveying.
Recruitment of Administrative Officers 1981-82
1.
26 candidates were recommended for appointment
as a result of the recruitment exercise carried out in
Hong Kong. Offers of appointment have been made to 24
candidates, of whom 3 have declined, and 20 have accepted
(including 3 expatriates). 16 have so far reported for
duty. Approval has also been obtained for the recruitment
of two experienced candidates : Major Farrar, an army
officer, and Mr. LI Wang-fai, a retired Senior Education
Officer, and a provisional offer of appointment has been
