Standing Commission on Civil Service Salaries and Conditions of Service

As a result of some adverse comments from the

private sector on the recently announced civil service pay

award for 1981, the Standing Commission decided to carry

out a more detailed review of civil service pay policy.

A consultant has been engaged by the Commission to assist

in their examination of the Pay Trend Survey System, and

consideration is also being given to the appropriate interim

arrangements for the 1982 service-wide pay adjustment.

The Commission is expected to tender its preliminary advice

to the Governor by the end of November 1981.

The Standing Commission has almost completed

its work on setting benchmark pay levels for educational

qualifications between School Certificate and Degree,

i.e. Matriculation, Post-Secondary Colleges and Polytechnic

Diplomas, and it is expected to submit its advice to the

Governor before the end of the year.

Reorganisation of Works, Land and Transport

Further progress was made during the quarter in

implementing the decision taken by the Governor-in-Council

in April to reorganise the branches and departments involved

in public works, land and transport matters. The new

Transport Branch and Lands and Works Branch formally came

into existence on 1 September as planned, and from the

same date the Director of Administration and Management
