Services Ordinance and Franchise and Development at Ferry Piers

(CR 3/5481/81)

Purpose

To reach a mutual agreement between the Hong Kong Government and the Hong Kong & Kowloon Wharf & Godown Co. Ltd. on details of the development and operation of a transport system incorporating a light rail transit system for Tuen Mun and Yuen Long and to present a detailed submission to the Executive Council.

To formulate new legislation for the control of ferry services and to negotiate franchise with the two major ferry companies.

Progress Made & Present Position

(a) Passenger and vehicle

projections for 1991, have been completed by Transport Department. Based on these, KWG is revising financial forecasts.

(b) First draft Bill prepared.

Drafting instructions for a franchise prepared. Comments received.

(c) TAC has been consulted and

agreed the package.

(a) Government has re-examined

the relationship between the transport operation and the proposed land development, and sought comments from KWG on the revised proposals.

Next Quarter Targets

(a)

Obtain financial forecasts from KWG.

(b)

Revise Bill and franchise.

(a) The Bill and Regulations have (a)

been finalised, subject to any amendments consequent to (b) below.

(b) The policy with regard to

development at ferry piers has been reviewed and proposals agreed by ExCo. Negotiations to commence with HYF.

(c) The policy with regard to

rent for piers has been agreed.
