Purpose

To improve district adminis- tration to provide a better

focus for consultation and participation by the

community in administration

at the district level.

Progress nade and present position

(1) Two more District Management Committees

(DMCs) in the urban areas were set up, giving a total of 6 DMCs and 2 District Boards (DBS) in the 10 urban districts as at 31 July 1981.

(2) 3 Ordinances were enacted on 8 July 1981;

District Boards Ordinance 1981,

Electoral Provisions Ordinance 1981 and Urban Council (Amendment) (No. 2) Ordinance 1981. Subsidiary legislation on the setting, up of districts and constituencies and on the registration of electors has been prepared for consideration by ExCo on 11 August 1981.

(3) A Registration Officer and 2 Assistant

Registration Officers have been appointed. Subject to the necessary subsidiary legislation, registration of electors will begin on 1 September 1981. In order to encourage a high registration rate, territory-wide publicity has been planned to ensure that qualified persons know when, where and how they can register as electors.
