5. Squatter Control

(HK Island,

Kowloon, Tsuen Wan, Shatin and Tuen Mun)

Purpose

To prevent new building or extensions to

squatter structures in sensitive areas. Elsewhere to maintain a balance between new squatting and the cost of control in terms of both staff and public housing

resources.

Progress Made & Present Position

Intensive Patrol Areas are being kept under control with difficulty. There has been a remarkable upsurge of new squatting in the urban area (particularly in East Kowloon), where hut-building racketeers greatly outnumber the demolition force. Demolition teams have been deployed from New Territories districts to assist. As a result, a total of 8,704 structures were demolished during the quarter. A stocktaking exercise of post-1976 structures is being conducted in all General Patrol Areas. This has spurred current racketeer activity. The Police continue to assist Squatter Control staff and over 288 arrests were made leading to charges of building squatter huts and excavation of Crown land.

Next Quarter Target

To review present squatter control methods and to seek additional resources.
