16. Policy on

Industrial Training

Purpose

To promote industrial training through the Hong Kong Training Council

Progress made and present position

(a) Drafting instructions for the

proposed statutory training authority (the Vocational Training Board) have been issued to the Law Draftsman.

(b) CRPSTE has recommended that

technical institutes and training centres (Item 3(a)) should be put under a new department of Technical Education and Industrial Train- ing. This recommendation is covered in the drafting instructions at (a) above.

(c) The provision of two sites for

training centre complexes in Kwai Chung and Kowloon Bay is being processed satisfactorily.

To submit the draft bill to Executive Council and to~ finalise financial arrangements for the creation of the new authority.

To prepare for the creation of the new department.
