Based on the 1979 Population Projection which assumes that the level of legal and illegal immigration from China will taper off in 1981.

(3) Provision in operating classes in 1980/81 is the actual number of classes opened in September 1980. In estimating the number of operating places in 1981/82 to 1984/85, allowance has been made for those children immigrated from China who are likely to enter primary schools after September 1930. Places in special classes are excluded.
