Partly as a result of the HKCSGU's approach, the
International Labour Organisation, acting in response to a
request by the Public Services International, has forwarded a
formal query to HMG on Hong Kong's application of ILO
Convention No. 98 with particular reference to the right of
civil servants to organise and to bargain collectively.
Draft reply to the query will be sent to FCO shortly.

Meanwhile, both the HKCS GU and LOPSU are focusing
their attention on the Standing Commission's Report No. 4 on the
Consultative Machinery in the Civil Service, and have been
exchanging ideas with the Civil Service Branch.
Relationship
with these two groups at present is cordial, and there is
no sign of any plan on their part for confrontation over any
issues.
Suspension of Pay for withdrawal of Labour

The Court of Appeal has judged in the Crown's favour.
The suspension of pay of the dispensers who withdrew their labour
earlier in 1980 was properly imposed and the exercise of
power to suspend pay under CSR 611 was correct. The Director
of Administration & Management Service is considering whether
the proposal to obtain Privy Council's agreement to amend
Article XVI of the Letters Patent may now be dropped.
Housing Assistance for Civil Servants
18.
Details on the proposed home purchase scheme
and pre-retirement loan scheme have been revised. The intention
now is that officers on salary point 29 or above of the Master
Pay Scale and long serving officers would be eligible to
