To make recommendations for improving the effectiveness of primary education and for promoting the development of services for the care and education of children below primary school age.

To arrange for an overall review of the education system in Hong Kong to be conducted by a team of independent examiners.

Progress made and present position

The Working Group completed its examination of To draft the White comments on the Green Paper on 15 January 1981. Paper.

On 27 January 1981, the Steering Committee endorsed all the recommendations of the Working Group, apart from Control of Entry to Primary 1 which needed further study and the rationalisation of remedial and resource teaching in the light of the recommended class: teacher ratio.

Terms for he review' were approved by the Governor-in-Council on 2 December, and Finance Committee approved the financial implications on 17 December 1980. Negotiations are continuing with the Organisation for Economic Co-operation and Development (OECD) on the organisation of the review.. Administrative responsibility for the review has been transferred from the Secretary for Social Services to the Secretary for Education (designate). Meanwhile a first draft of the background report for the review has been completed. Mr. Papadopulas of OECD passed through Hong Kong on 31 January and discussed the modalities for formally launching the Review.

(a) The Committee to Review Post-Secondary

and Technical Education (CRPSTE) was appointed with Mr. K.W.J. Topley as its full-time Chairman (and Secretary for Education (designate)). The Committee has held three meetings so far.

To complete the background report, to finalise negotiations with OECD and to proceed with the first stage of the review (the initial visit of key members of the team of examiners).
