Manpower Planning

The Topley Committee is now digesting (among

other papers) the formal submission from Civil Service

Branch of a service-wide forecast of Government's require-

ment for tertiary-level staff during the next ten years.

The methodology is that already used with some success in

manpower planning for the Administrative service, and is based

upon the assumption that present increases in rates of

growth will continue through the forecast period.

at the tertiary level rising during the decade from 2,000

to 3,000. Present and planned future levels of supply from

local institutions would be unable to meet such an increase

in demand in several key areas, while shortages would obviously

be a serious constraint on departmental programmes and

Government's localisation policy. Civil Service Branch is

reviewing ways of alleviating recruitment difficulties in

the shorter term, ahead of the effect of such recommendations

as the Topley Committee may make. A more extensive Government

scholarships scheme leading to civil service appointments is being

worked out. A new division to be responsible among other things for

manpower planning and localisation is being set up in the

Branch.
