Progress made and present position

(a) The proposed site for a training centre

complex in Kwai Chung is being processed satisfactorily. Details of the second; site in Kowloon Bay have not yet been finalised.

Work on the structural frame is due for completion at the end of May, 4.4 weeks behind schedule. Work on services and finishes is 20 weeks behind schedule, in part due to inadequate programing of sub-contractual work. The main contractor is being pressed to improve co-ordination of work between the various sub-contractors and an 'expert Building Services Engineer has been brought in from Australia to oversee the services programme. External works are 37 weeks behind schedule but this delay is expected to be eliminated now that the contractor has agreed to adopt a percussive soil compacting techinque in critical areas rather than using the slower process of natural settlement. The project is expected to be completed within the scheduled contract period.

A revised draft Bill is being prepared by the Law Draftsman.

The project was upgraded to Category A at an estimated cost of $743 million in November 1980 and the appointment of consultant architects is now in hand. A Project Co-ordinating Committee will be set up once the appointment of consultant architects is finalised.
