Economic Services Branch Progress Report

1st February 1981 30th April 1981

HK Deft, FCO (via DD(MS)) ✓

Part I

Subject

Air Services

1. Air services

on the HK/ London route.

Purpose

To introduce competing services on this route.

Progress made and present position

(i)

(ii)

BCal are operating four one-stop (Dubai) flights a week and CPA five one-stop (Bahrain) flights a week under the summer schedule effective from the beginning of April. CPA will provide a daily service from 1 July. Under their current schedule, BA are operating eight flights a week between London and Hong Kong, one by the Polar Route. Of the other seven, two are now extended to Manila and one to Peking.

BCal's application for the addition of Abu Dhabi to its licence was granted by ATLA on 19 March, but on condition that BCal was not at any time to operate to both Dubai and Abu Dhabi and that the frequency of flights was limited to a single daily service. It appears that BCal has no immediate intention of changing its intermediate point from Dubai tỏ Abu Dhabi.

(iii) CPA continue to operate between

London and Bahrain on a temporary operating permit. Talks on permanent air services arrange- ments are unlikely to be held before all UK/Gulf licence

applications, and any appeal

resulting from CAA decisions thereon, have been disposed of.

CONFIDENTIAL ##

To keep in view so that, if necessary, support may be lent to CPA's case for permenent rights between Bahrain and London.
