Progress Made and Present Position sensori

(g) The IESL Programme for US bound refugees at

Argyle Camp 4 has been running satisfactorily. The first THREE courses were completed by 30th April. 1,754 refugees finished these courses and 4,455 refugees left ARG 4 for departure processing to the USA. Exceptionally arrangements have been made for 533 refugees from Macau to participate in the course. The cost of maintenance will be charged to UNHCR. They must all leave ...for US or return to Macau after completion

of course.

Further representations on nomenclature being considered in FCO.

MOD Completed assessment of tenders received. Asst. Director/Ship Procurement (MOD) visited H.K. to explain conclusions reached. Submission to U.K. Ministers is being prepared.

Following CS visit te Gunagzhou in March a team is to visit Guangzhou in early May to discuss this matter and the sort of subjects to be dealt with at this level of talks.

Next Quarter's Target

(g) To monitor the progress

on the IESL Programme and the offtake of refugees who complete the courses there. Continued pressure will be applied to UNHCR to feed prospective students into the USA pipeline.

(h) To keep the availability

of existent and reserve accommodation under review.

To monitor developments closely.

To seek necessary approvals within HKG and exchange a Letter of Agreement with MOD covering procurement and financial arrangemonts.

Depending on the outcome of the talks in Guangzhou to establish a series of border meetings.
