1st February 1981 to 30th April, 1981

Part I (Major Items)

'Progress Made and Present Position

(a) 2385 illegal immigrants were arrested during

quarter compared with 2236 in previous quarter (and 15031 for the same quarter in 1980). Daily average of arrests in successive months were 13, 27 and 40.

(b):315 evaders have been arrested as a result of

Police and Labour Department operations.

No evidence as yet of numerous evaders at large.

Next Quarter's Target

(b) To continue to monitor

and adjust plans as necessary to implement the policy.

(c) Interviewing of those registering in grace

period has been completed. 4,024 have been allowed to stay and 1,440 are being processed for removal.

(d) Border defences. Extension to west of Sha

Tau Kok (Phase Ia) village complete with exception of final 400 metres. Fence across Mai Po Marshes (Phase IV) now complete. Funds for final phase (Yuen Long Creek to Tsim Bei Tsui) approved. Work on maintenance depot progressing. Policy approval given for installation of improved barbed wire in Mai Po Marsh section (Phase IV). Electronic detection system for Phases I to IV under consideration. Review of arrangements for guarding fence gates under way.

(e) First phase of study into Joint Maritime

Communications Study completed and consultants' report submitted.

(a) Start work on Phase V.

Complete Sha Tau Kok extension and main- tenance depot.

Obtain funds for barbed tape.

Consider case for electronic detection system and if necessary obtain funds.

Consider improved arrange- ments for security of gates.

(e) Process consultants'

report and secure funds. Prepare tender documents.
