To monitor and collate public opinion on the proposals in the White Paper A Pattern of District Administration in Hong Kong; and to assist DAIS in formulating plans for the implementation of the White Paper Proposals.
To study the sudden upsurge of juvenile crime since the beginning of 1979 and to devise remedial measures.
To review the policy re- garding the provision of basic facilities and services to semi-permanent squatter areas.
(a) A Layman's Guide to
District Administration has been published and distributed free to the public. Further publicity is being put in hand;
(b) District boundaries have been agreed and district maps are now being prepared; and
(c) The Second District
Board in the urban area was set up in Wong Tai Sin on 1st May 1981.
To monitor and assist DAMS with the implementation of the proposals contained in the White Paper.
The study has been completed, To ensure initiation of report submitted to the Fight Crime Committee and the Governor and published.
The ad hoc working party has completed its study on a proposed pilot area but Housing Department disagrees on being the implementation department and the proposal to allow rebuilding of
action amongst Branches and Departments in accordance with recommendations of the Report.
Pending H.D.'s detailed comments the report on the pilot area will be finalised and submitted to the main group chaired by SHA for consideration.
