Dear Dick,

The Governor has asked me to reply to your letter of the 16th January about visits by Hong Kong Pressure Groups to London. The Chief Secretary has of course seen the correspondence and knows that I am replying.

We are grateful for your consideration of our suggestions, and recognition of our anxiety on the various points; and your proposals do go a long way to meet them.

We will therefore, when necessary, ensure that you have the necessary advance briefing on such subjects to enable the contingency statement to be used, as in your fourth paragraph.
