From the statistics above, I find it difficult to agree with Wen Wei Po's assertion that "the number of complaints and petitions have been on the increase in recent years". Admittedly, we are confronted in 1981 with a number of burning issues which affect a wider cross-section of the community, viz bus fare increase, rent increases, and that there could be many other problems arising from inflation and down-turn of the economy. But we should not be too alarmed about the pessimism prevailing in the article in Wen Wei Po.

As the population in Hong Kong become more educated (especially in western thinking and philosophy), they tend to be less passive and more ready to speak up on issues they feel strongly about. In fact this community consciousness has always been encouraged by Government through the CDO scheme and though the system of unofficial participation in Government boards and committees. Moreover, community awareness is stimulated by the media through the increasingly popular public affairs programmes produced by RTHK & the commercial stations. Having succeeded in promoting this community concern and greater awareness, Government must live up to the challenge!

A very noticeable trend in recent years is the increasing number of petitions brought to U.K. We agreed that this is a new development which should be watched but not discouraged.
