1. You will recall that in paragraph 13 of his circular letter 'O' 117/81 ('B' 62/81) of 9 July on 'Iran and the Fall of the Shah' the PUS asked all Heads of Mission in future to conclude their Annual Reviews with a section entitled 'Whither Ruritania'. The intention was to enable us to have a better idea of those countries where our interests were particularly exposed to the risks of political instability.
2. In order to assess the effect and value of that request should be grateful if Heads of Geographical Departments would ensure that a copy of each annual review is sent Planning Staff as soon as it is received The same should also be done for those versions prepared in the office by, usually, Research Department.
